The City of El Cajon is interested to know what cities have a recent or up-to-date 
department wide (finance & accounting) policy and procedures manual.  We are 
particularly interested in cities that are full service and similar in size (100,000 
population).   I'm not asking for a copy at this juncture, just to inquire.
