We estimate that in FY 2000-01, ERAF will total $4.2 Billion statewide
including approximately $620 million contributed from cities, $330
million
from special districts, and $3.2 Billion from counties. This, of
course, is
the total gross ERAF property tax shift, none of which has been
reversed.
These amounts do not take into account the various subventions (some
one-time, some on-going) which the state has allocated to local
governments
since ERAF and which some may count as "ERAF mitigation." These
subventions
include Proposition 172, COPs, Trial Court Funding Relief, and last
year's
AB1661 (which was one-time). The substantial majority of these funds
benefit counties. The major relief for cities has been Prop 172
(although
96% goes to counties) and COPs. If you net out these two subventions,
barring any other fiscal relief, the net ERAF contribution of cities in
FY
2000-01 would be approximately $430 million.
