The California Infrastructure and Economic Development Bank ("CIEDB") is seeking 
comments on Phil Angelides proposed amendments to the existing Criteria, Priorities 
and Guidelines for the Infrastructure State Revolving Fund Program.

The two main changes which affect public works are:

1) Pre-Qualification of Contractors.  Currently the program for cities to pre-qualify 
contractors utilizing the process permitted by Section 20101 of the Public Contract 
Code is voluntary.  The proposed changes would require that an agency pre-qualify 
contractors utilizing this process in order to be eligible to borrow funds from the 
CIEDB.

2) Labor Compliance Program. The proposed changes would require that borrowers 
initiate and enforce the labor compliance program described in Section 1771.5 of the 
Labor Code.  

Does your city already participate in the pre-qualification of contractors and the 
labor compliance program?  Would these requirements be particularly burdensome for 
your city?

 Please review this information and let the CIEDB and the League know how the proposed 
changes would affect your city.  Comments are due by May 30th.  We are trying to get a 
feel for how these amendments would affect cities so that the League can respond.  If 
you could please let me know how these amendments impact your city, no later than 
Thursday, May 25th, I would greatly appreciate it.
