"The Public Employees' Medical & Hospital Care Act (PEMHCA) governs the California 
Public Employee Retirement System (PERS) Health Benefits Program. The program was 
established in 1962 for employees of the State of California. In 1967, other public 
employers, such as cities, counties, and school districts, were allowed to join the 
program on a contract basis. Since then, membership has grown to nearly 1,200 
employers. Contract agencies make up forty percent of its recipients."

"During the May 16, 2000 PERS Board meeting, the Board voted to modify staff's 
recommendations to increase health care co-payments. Steve Larson, the PEMHCA task 
force Chairperson, will be contacting PERS staff to acquire actual rate increases. 
Rates will be posted on this site."
