During budget deliberations this week, the Santee City Council requested that unexpended monies in their professional development accounts (travel & training) be carried forward to the next year. For the first time, we are in year one of a two year budget cycle. As an administrative policy, we will allow carryforward of monies into year two but not past the end of year two (June 30, 2001). I need to know if there is any government code, gaap, or other reg that addresses carryforward of unexpended funds that are not long-term capital expenditure budgets.
