When I finally got around to asking the right question, a number of you responded as 
having departmental operational manuals (also called desk top manuals and procedure 
manuals).  These manuals are prepared for each function (payroll, AP, AR, business 
license, utility billing, accounting, etc.) used for cross training & back-up and 
serves to empower the employee with guidlines.  

My thanks to the cities of Paso Robles, Campbell, Temecula, Encinitas, Costa Mesa, and 
Glendale, who responded with information and an offer to share.
