I would like to thank all of you who had responded to my warrant register survey ---
special thanks to Judy (Palos Verdes Estate) for sending me the August 1999 survey
results and to Betina (Patterson) for sending me the staff report prepared to
eliminate the requirement of Council approval prior to mailing. I was quite
overwhelmed by the high response rate of 62 (60 cities/towns and 2 special districts).
Survey results as to whether warrant registers are required to be approved by the
Council prior to releasing the warrants/checks:
June 2000 Survey No - 42 (68%) Yes - 20 (32%)
August 1999 Survey No - 22 (50%) Yes - 22 (50%)
Combined No - 54 (61%) Yes - 35 (39%)
With respect to the question as to whether there is a State law that requires Council
approval prior to releasing the warrants/checks, some of you referred me to the
Government Code Sections 37208 and 37202. In case you are interested, I have included
Sections 37201-37210 in the June 2000 Survey file.
