The City of St. Helena would like to develop a formal "sewer back billing policy" for billing discrepancies. For years it has been the City's practice to back bill for three years for billing errors. The justification has been customers are responsible for paying for services they receive from the sewer system regardless of errors made by staff. In addition, according to our attorney State law allows Cities to back bill up to three years for utility services. We would be interested in getting a copy of policies from other Cities that have a back billing policies in place. A response by August 2nd would be appreciated. Thank you for your time.
