I received the following message from Tom Branan at PersPAC today: OK, there's new stuff on legislation. SEIU got AB 2642 out of the Senate PE&R Committee on Monday with amendments (yet to be written) which will say that an agency has to be at least fully funded before it can opt for these benefits. That was a real win for SEIU but their hardest hearing will come in Senate Appropriations later this month. The Chair hates these higher benefits. Also, the 90% cap language will soon be amended into AB 2030. From what I'm hearing, it will part of the binding arbitration agreement and will be signed by Davis.
