You may find it is a lot easier to get it working on the bench than it is in
the car. All the EMI in a vehicle means that very close attention to PCB
design is required.
Have you seen this:

its a DIY EFI system based on the MC68332 microcontroller. This
microcontroller contains on-board analog-to-digital converters and a
sophisticated Time Processor Unit which make it particularly suited to EFI
work. It also supports an in-built Background Debugging Mode (BDM) interface
which allows single stepping code using hardware support.
I have some of the boards and components here. I did manage to get the CPU
board and debugger working and talking to my PC. The board has been
redesigned in a 4 layer design for better EMI protection. I don't have an
EFI vehicle to test it on yet, and due to time problems it has now been
placed in the bottom drawer for a rainy day.
