David,
1.
Get the number one piston on top dead centre (TDC) by taking out the plug
and feeling when the piston is exactly at its highest point. Use some soft
wire in the plug hole, or a dial indicator and plug adaptor if you have
one. While doing this check your crank pulley timing mark is accurate.
2.
Rotate the engine crank back approximately a quarter of a turn.
3.
Rotate the cam so the lobes on number four are both on the rock (both lobes
facing down and equally either side of the cam centreline.
4.
Bring the engine back to TDC and put into top gear and pull on the hand
brake (lock in position).
5.
Put the chain over the pulley teeth while approximately aligning the pulley
dowel hole with the dowel on the cam.
6.
Now fit the pulley on the cam nose. If the timing is correct the indent
mark on the cam thrust plate (the oval piece held in by two bolts that
holds the cam in) will align with a notch on the rear of the pulley.

no I'm talking about while it's not moving
say for example the chock came out and the crank shaft spun when I've
allreay got the cam off
how would I go about lining them up about?
it hasn't happened, I'm just preparing incase something does happen during
the block removal

    Are you talking about the timing chain "coming off" when the engine is
stationary or running?  If its stationary, no real problem, if its running,
its probably cheaper to visit your friendly wrecker, as valves will have
met pistons (probably at high speed if your chain came off)..
