No.  Its a fact.

A Hypo engine gives more performance accelerates faster, gets to a higher
top speed, because it develops more power, ie burns more fuel.

But a Hypo (read highly efficient) engine will use less fuel to produce any
given speed than a less efficient engine. So, at a steady 100Ks it should
actually run more economically than a stock (less efficient )engine, unless
it is not tuned to produce power at this speed, for instance its cam profile
is so lumpy the revs aren't high enough to be in its power band, or its fuel
metering system isn't tuned for efficiency at these revs.

If you want more convincing, compare the fuel efficiency of any twin OHC  4
valve EFI 2 litre engine today with its equivalent 2 litre OHV pre EFI
engine pulling the same weight vehicle.

The problem is when you have the extra power you want to use it.
