Andrew,
I suppose you would work out how much fuel flows per minute or per second?
Then I guess attach your pressure regulator to the pump outlet and dunk the
pump inlet in a jerry can, turn the pump on for 1 minute and measure how
much is pumped out. There's some formular around for X litres/minute at Y
psi = Z kw to find out how much power your pump can sustain
