OK, looks like my previous reply has evaporated.
There are couple of things, 4 actually that affect the speedo accuracy.
The size of the wheels - i.e. how many revolutions per mile
The diff ratio
The speedo pinion drive
The tension on the needle return spring in the speedo
In most 1600's the first three of these items have probably been changed in
the past 30 years and in some cases all 4.
What size tyres are on this car and what's the diff ratio?
If I know that I can tell you what the pinion ratio is to make the speedo as
accurate as it can be.
The needle return spring tension is adjustable +-10% or so on a 1600 and
best left to an instrument jockey.
