Sounds like a worn spring mechanism, so the gauge doesn't return properly and the variation of the cable spinning keeps bouncing it around (constantly?).A sticking cable will periodically 'catch' and blast the needle along briefly- is that what's happening ? I would look for an automotive instument repairer who deals with classic cars etc.. Shouldn't be too bad if you can remove the speedo yourself etc. buying another will probably have the same problems eventually. The early speedos are cool (esp. 68sss) and definitely worh keeping IMO!
