You add oil to bore and re-test the compression only to test if the rings are sealing (worn or broken). The results indicate that your engine is worn but the numbers indicate that you have more than one problem there. The valves could also be leaking or and you could also have a head gasket problem which is indicated by the low compression on 3 & 4 (adjoining) but the difference in wet & dry compression will not show this up. Even in a brand new engine you will get 5-10% increase in compression pressure when oil is added to the bore. Whatever the problem is it looks like a teardown is in the wings.
 
I was taught to always do compression testing at WOT.

hi, my turbo engine recently  started breathing alot out the breather, i gave it a comp test and  here is  what i got:
 
dry, all plugs out, and throttle closed:
no 1 cylinder 150 psi
     2             150 psi
     3              80 psi
     4              75 psi
  results with  oil:
1                  185 psi
2                   175 psi
3                   125 psi
4                    125 psi
 
 
any ideas weather its valves, pistons  etc.....?
