Tom, You could be right with regards to front bumpers as there has been a lot of argument going on lately about bull bars etc. Newer cars with 4 or 10k impact bars cant be removed, our steel ones could probably go with all of the hardware, interpretation of these laws depends on what school the cop is from and what his day has been like, and whatever you did to get his attention in the first place.

It's supposed to be incase you hit a pedestrian.
