If you're just starting out, Targa is a horribly expensive event to go in. A guy I know spent over 20k by the time he had built his car to be reliablr enough to finish, then paid the entry, accomodation, fuel, transport, etc ,etc,etc.
In comparision, we did the Lactos Heritage Rally, which was about $600 entry fee, as opposed to $4k+ for Targa. It is still in tassie, over some of the same roads, but only goes for three days. I have done it twice now and it was a fantastic event both times. It is run in conjunction with the Rally of Tasmania.
Last year a mate ran his RX3 12A turbo sedan, so you could run a turboed 1600, you just can't run in the heritage catergories, you are up against EVO 7 Lancers and GTRs. But it is still great fun.
