Dominic I reckon your problem is the size of the webers. I run 45's with 36mm chokes. My L20 engine has a 76 degree cam and the largest valves possible. It pulls from 3,700 to 7,500 but I reckon it makes max power at about 7000. Around town I can drive it on the torque below 4000 with no probs at all  unless I want to accelerate hard  then I have to change back a few... Try choking it down to 36mm.  What size are the other jets? FYI  Mine are Air correction jet  190   Emulsion tube F2   Main Jet  145   Idle jet F9  Pump jet   40 Also  one of the things that I found helps with torque was when I fitted the Bluebird S2 electronic distributor.
