The reason they want you to have your foot on the clutch and in gear at
lights is if someone rear ends you, the car will theoretically stall
when your foot comes off the clutch, preventing your car from proceeding
to enter an intersection.

With regard to changing gears in a corner, it is bad practice.  You
should be in the appropriate gear prior to turning in.  When approaching
a turn, either change down by clutching it (matching revs) to make for a
smoother down change, or just put it in gear.
