Mark I have the R31 discs lying beside a 1600 rear end on the garage floor at present. I have the R31 hand brake cables attached to the calipers.
I think it looks easiest to simply connect the two R 31 cables together, across the cross member, and use the 1600 front cable and lever set up, basically the same setup as the 1600 drum rears.
