Yes, Weblogic is a java web container, you don't need install memcached into weblogic, only libs is needed.

you need install memcached in your box (e.g linux) and Runs weblogic in the same box. To use memcached into weblogic you need install the libs spy.memcached(i guess) on weblogic in the desired target (e.g Admin domain) and configure into you app the memcached address. After that you must implement the classes that will realize memcached operations.
