Perhaps it'd be appropriate to have community repositories upon which we can build and review features and then have the svn maintainers pull interesting changes from these.
This is a good idea... Although if it were centrally git this would be less of a big deal. Repos could exist anywhere and maintaining patches would just be a matter of giving out your url. It also has those fancy extensions for sending patch series in for review :)
