Steve,

I ran into this issue yesterday too. Use regular 'thor
merb:gem:install'.

bin/thor only looks inside your gems/ folder and since will_paginate
is not yet there it won't be able to install it. Use bin/thor when
deploying to your server.

Possibly I'm wrong on this though, and Yehuda or Carl can correct me.
Plus, I think Yehuda is upgrading thor to 1.0.
