Pedro, I'll give some pointers. First you need to see if you are
generating any boost pressure, then if it is getting to the ALDA on
the injection pump to
tell the IP to provide more fuel.
I believe in both cases you will find that a hose runs from the
intake manifold to a three way vacuum electric change-over valve
switch that is mounted on the firewall. The three way switch has a
electrical connection to a sensor on the intake manifold that
monitors boost pressure. The switch either provides boost pressure to
a hose that goes over to the ALDA pod
on top of the injection pump, or vents to air (small cap like thing
on switch). Yes it's called a three way vacuum switch even tho it
provides pressure, another one feeds vacuum to the EGR valve on my 92
300TDt.

What you need is a pressure gauge (0-15 or 0-30ps) and some hose,
enough to feed thru the window into the car. Hook the
hose up to the switch on the side that feeds the ALDA. Start car,
observe PSI under acceleration, should read greater than 0, say 8PSI.
This tells you the switch and the hose from the ALDA are clear, if no
PSI then either the hose is blocked at the intake manifold, for a
617 it is a hollow bolt on the back of the intake manifold on the
passenger side, that you need a wrench to undo, don't over tighten
when reinstalling.
For a 603 it's a nipple connection on the driver side with a
pressure fit clamp, that host clamp can cut off with pliers, or
perhaps it's weak and you can pull the hose off, don't
cut off the nipple. Note you need to confirm the bolt/hose is clear,
along with using a thin rod and inserting into nipple, or bolt hole
in intake manifold to
ensure crud due to the EGR is not blocking access.
Lastly the switch could be bad, usually crudded up with carbon, you
can confirm that by hooking the pressure gauge to the line that comes
from the intake manifold.
If you are certain the bolt and or hose is clear, and you have no
pressure when testing to the intake manifold side of the switch, then
the problem could be the tubro wastegate.

(0-100K) times.

I have had 2 turbos rebuilt and I beleive the boost was reset to 0
as I dont feel the turbo ever kick in or whistle
