Jay,

while I'm not sure about your specific model, all the other W124's
turn the fans on low speed based on refrigerant *pressure* - on at 16
bar, off at 12 bar. So they may only run part of the time, but should
usually be running most of the time if it's warm out (say, over 90F).
The fans turn on high speed based on coolant temperature - previous
diesels would trigger that mode at 105C but again, you have kind of a
half-breed there and I'm not sure of the specifics. I forget if the
124.131 is included in the ETM or not - might be a WIS-only thing if
you wanted to study electrical schematics...
