JJJ, I could be wrong , but I don't think so. It is a DC motor so if it worked to recline the seat the switch simply reverses polarity to make it go forward. This is almost certainly related to the switch. Hose out the switch contacts with some contact cleaner or brake clean while you opperate the switch. have a couple rags handy to dab up the run off.
