Because some states, California comes to mind, refuse to let a refinery or powerplant be built in the state. I work for a gas pipeline company, and you would not believe the hell we go through just to put in a pipeline in states like New Jersey. They all want the product, but they want someone else to bear the burden of providing it--at a price suitable to the consumer of course.
