This is the only answer to my question. I called the stealership today and they said that there are no outstanding recalls for my car. The symptoms are while during slow speed turns over rough surfaces the steering locks up for about half a second, then releases. It is not like the power steering is going away then coming back; it is like it hits a hard stop, then releases.
