To see if the accumulator (on the trans) is causing this, disconnect the vacuum line going to the accumulator.? Road test.? Each shift should come with a bang as you are simulating WOT.? If this is this true, you can adjust shift firmness to your liking.
If you are happy with the speeds at which each gear changes, you can firm up the shifts by adjusting at the accumulator on the transmission.? Take the vacuum cap off and turn the screw clockwise no more than 1/8 of a turn, reconnect the vacuum, then road test.? It doesn't take much. ALWAYS make a reference mark and keep notes so you can get back to where you started.
