No, it is the methods the public schools use.  Check out KIPP to see how 
they take kids in the worst of the worst schools, put them in their 
program, and graduate all of them (except a few who have to be excused 
as they are not teachable due to serious issues), and most of those go 
on to college.  All at the same cost as the public schools. 

At KIPP a teacher gets 2 chances then they are fired.  Kids go 8-5 M-F 
and a good part of Saturday, teachers are there year round.  Parents 
have to participate some hours per week.  In the worst neighborhoods, 
KIPP has a long wait list -- the parents are generally not stupid or 
don't want their kids to learn, when given a choice they take it.

A buddy of mine is like their CFO in Houston, the stories he can tell 
about dealing with the public school admins (who fund them) would make 
you cry.  These are people who are making well over $100k/yr in their 
admin roles, and are completely totally thoroughly stupid and useless.  
And dangerous too, because they perpetuate the system that is a 
generally a failure.  KIPP have a plan to build 15 more schools in 
Houston, you can imagine who is up in arms about that.

There is no secret to teaching kids and running it like a successful 
business, but the public schools have lost the ability to do so.  Mostly 
due to unions, bad management, bloated administrations, very low hiring 
and performance standards, and general meddling.  This is the Obama 
world, pandering to the teachers union, no change gonna happen there 
except mo money gonna be thrown at it.  That'sthe Change You Can Count On.
