I've checked it at temps down to 17F - it doesn't get very cold too often here in central Va -- it always warms up consistantly in the same distance we drive it slowly during the 1st . right after we bought it I replaced the T Stat, flushed the rad and it's worked perfectly ever since. I also leave the ACC on one temp year around - that allows the ACC to work as it'd designed - flaps move, liquids flow, fans run at different speeds, etc - all working to allow the ACC system to operate as designed. When it's manipulated manually to make it perform such that the flaps stay in one position, the fan turns at one speed, etc things end to stick & fail. All that is from the W124 Bible -

I wonder if your thermostat is working properly?. My 91 300D is at oper temp after a 1/2 mile. Its one of the things I really like about it --

In summer, my 300SD (OM617) is up to temp in a couple of miles (maybe three minutes). If the engine were really cold, and the intake air was at freezing temps, I bet it would take a lot longer.
