There is a tank at the end of that hose, a little larger than a football.
You have to remove the inner fender to see it, just a few screws.

'Thought you were talking about the hose immediately under the rad cap on
top of the small tank on the fender. Pour some water in this "overfow"
hose
and see if it runs out on the ground under the car.

It goes to the coolant recovery tank, and will pull coolant back into
the system if it is leak free. I'd fix it myself, as I don't like
wasting things.
