That would be the smart thing to do. I couldn't believe they didn't do that for New Orleans when it was really needed.
Hell, Montreal does that on a daily basis for commuters. In the morning, more lanes are open going into the city, then the reverse in the afternoon. Makes total sense to me. I wish Toronto would do the same.
