It's not descrimination, there are caps as to how many people from a certain 
country can immigrate to the US. There are annual caps for certain visas and 
there is a 5 year cap for immigrations, something like 50 000 per year for 5 
years puts a halt on open immigration.

My sister has been living  in LA since 1977 and is still a Canadian citizen.
She has to apply for a green card every few years and they interview her and
her husband in separate rooms. Everything down to what kind of tooth paste
they use better be right.

We may have free trade with the US but it's not always fair trade. Many US
trade and/ or domestic polices show a particular protectionist slant and a
certain level of distain for your northern neighbours. With Toronto being
the most cosmopolitan city in the world I guess the feeling is it's a nest
of vipers slipping through the back door.
