The braking only acts like a limited slip differential. It only brakes enough to keep both wheels 'spinning' at the same speed.

I just looked in the owners manual, and it does recommend that you turn off the traction control to get the vehicle moving in the conditions you describe as well as sand/gravel conditions.

It would be cool if you could somehow adjust the "maximum slip" so that 
slipping was controlled, but not 100% eliminated.

That would definitely be cool! Maybe having a snow/ice/gravel button would work too.
