It could be a mud dauber, it could be a bad valve too, but in my case it was algae or something in the section of the vent line thats inside the tank... I disconnected each section of the line and testing it, as well as testing the valve.

I finally ended up disconnecting the line between the vent valve and the tank and attaching a stub of air hose to it, then slowly cranking up the regulator. It finally cleared at 65psi...
