Airline Transport Pilot is not a commercial license since the Commercial 
License is separate and at a lower level. First comes the Private License, then 
the Commercial License and then the ATP. When I earned my Commercial, my 
Instrument Rating was a separate course and test but I think they are now 
combined. 

BTW, my friend CB got his ATP in his Mooney 231. He does not have a 
multi-engine rating which makes it a single-engine ATP.
