Some idiot (maybe not) has suggested that residential AC authorization should
require your house to pass a leak test. I can tell you, mine will pass, but
the poor guy that bought my last house will need some hand operated church fans.
IMHO, if you have something that you think won't be taken away, changed or new
fees attached, you're living in a dream world.
