I suspect this thing is supposed to drop down to 2nd at a stop and stay there unless you pull it into "L" or trip the kickdown switch.
The W116SD is supposed to drop into second at a stop, then drop into first as soon as you touch the throttle. I've got a bad kickdown solenoid, so I have to select "L" if I want first.
