He doesn't carry excess fuel in trunk. I'm not near his car to check it out
myself but he is not entirely sure whether it's fuel or water or a mix since he
did have a water leak via the rear window seal which he replaced. Is the
access panel on the back wall of the trunk?

Disintegrated fuel gauge seal?
I assume there is a rubber connection between the filler and the tank that
could be disintegrating after 30 yrs. Kleb or anyone who has removed the tank
should be able to tell you for sure.

No rubber seal on the neck, it's a hard part of the tank.
But the sender seal could leak, and there are vent hoses
coming off. Pop the access cover and check it out. The
tank could also be holed.

Does he carry spare fuel in the trunk?
