He could put his engine-pump on a small raft and travel all over a body of water. Maybe use it to inspect the bottom and sides of bridges? He could also put his engine-pump on a small boat with an outboard motor that he controlled. By matching the boats speed with his speed he could travel pretty fast and travel a long way since the boat could haul a lot fuel. That would be quite an experience and not nearly as expensive as a military jet-pak. Once in production, it probably won't be extremely expensive to build and could become popular IMO. Jim could probably build one if he wanted to.
