As far as I know its to prevent surface cracking which while it doesn't affect 
the structure of the slab, looks nasty... Very common in garages I'm given to 
understand.

OK -- Why do concrete slabs have heavy, welded wire fabric (WWF) in them; or 
even fiberglass strands mixed into some?
