Fuse #3 pops when the headlight switch is in the first stop left (3)
*or*right (1) of the off position (0). But that makes sense, since
both impact
the right tail light.

But there is good news. Fog lights in the car have never worked. Noticed
that fuse #4 was popped, replaced fuse, and fog lights now work.

The other fuses all look really crappy. I think I will replace the 8-amp
fuses, and use the old ones when troubleshooting this problem. That way it
isn't a waste of a good fuse each time.
