Not to mention the shock things on the manual trans models. On my 240D when the 
shock warmed up it would stick. The pedal would be hard to push and then would 
get stuck at mid throttle...

I had to spend a bunch of time under the hood disconnecting bits and seeing how 
it moved with this or that bit disconnected.

You SURE it is set too fast?
I'd bet a sticky or out of adjustment linkage or dirt/crud under the 
footfeed pedal.
UNhook the linkages, and see how slow it will idle.
There is a whole series adjustments for the swing tube diesel 
linkages including limiting the RPM at top speed.  The OM621 has it 
in detail, and I think the 616 book does too.

I have seen bound up bellcranks on the exhaust side of the engine, 
crud under the pedal.  Rusty pedal hinges frm crud under the pedal, 
bunched up floormats and other stuff all cause stuck throttle//idle too fast.
