Jim, You are referring to the system used on the 115 body & earlier Mercedes. Mac's 82 240D does not use the same system.

Mac, There is a venturi in the flap area which generates a vacuum signal that goes over to the fuel injection pump to control fuel flow via a diaphragm.. It is also said that the plate will prevent the engine from running in reverse which used to happen with some regularity.
