Im not thinking its working because i had it plugged in for a couple of hours yesterday and it did not help with the starting, although I think the bigger problem was the batteries (2) were low. I put in on the charger for about half an hour and it started up after some cranking. Has to crank longer because it does have some dead glow plugs. It was so cold I did not feel like doing too much more research than that.

If you have power to the plug then the heater is probably open.  A quick test 
with an ohmmeter or test light would reveal the condition....

Pretty good way.  The _best_ way is to plug it into a
wattmeter, like the ubiquitous (and inexpensive)
Kill-A-Watt.
