I don't think they are the same.  From what I've been able to find, brake hose 
is EPDM rubber and fuel hose is generally NBR rubber.  I am not a chemist, but 
conventional (i.e. not DOT-5 silicone) brake fluid is glycol-ether based which 
is I think quite different from the aromatic hydrocarbons in fuel.
