In the state of Vermont, you can carry a knife or a firearm in your pocket unless you have 'criminal intent'. Alaska and Arizona have similar laws on the books now, but I don't know exactly how they are worded. Even those states maintain special disarmed victim zones where violent criminals are assured that the law abiding victim are defenseless. We don't want to interfere with the rights of robbers and murders to ply their trades, do we?
