That's pretty typical in restaurants here. One reason is to assure that the servers don't get screwed out of a tip that is appropriate for such a large group.
I'm not sure how it is in Oz, but here in the States waiters/waitresses make a base hourly wage and rely on tips to bring it up to a "reasonable" amount. in some places the tips are split between the front end personnel, not just the servers.
